What is GovAI
GovAI is a centrally hosted, whole-of-government service designed to uplift artificial intelligence (AI) capability across the Australian Public Service (APS). As part of the APS AI Plan 2025, GovAI provides secure, Australian-based infrastructure and tailored pathways for APS staff, teams and agencies to learn about, experiment with, and apply AI tools to improve public service delivery.
The service is currently available to all APS employees with a GovTEAMS licence through an open trial.
GovAI’s Role in the APS AI Plan
GovAI is a key deliverable under the AI Plan for the Australian Public Service(Opens in a new tab/window), which aims to improve government service delivery, policy outcomes, efficiency, and productivity, through substantially increasing the use of AI in government.
Under the plan, GovAI will:
- Provide a centralised AI hosting service to provide agencies a secure, Australian-based platform for developing customised AI solutions at low cost
- Create a vendor-agnostic platform with a model selection option based on need, enabling agencies to access a diverse range of AI models for their own development, including an onshore instance of OpenAI’s GPT models and Anthropic’s Claude
- Develop GovAI Chat, a universally accessible and secure AI chat tool for all APS staff (Coming mid-2026)
- Continue to enhance applied eLearning through our Interactive Learning Environment and collaborations with APS Academy
- Support the cross-agency sharing of government IP and assets through an enhanced AI Use Case Library
GovAI will work closely with other key agencies under the plan, including the DTA, APSC, and the new AI Development and Enablement (AIDE) team in the Department of Finance, to ensure a coordinated approach in helping the APS realise the benefits of generative AI.

Our background
The Minister for Finance, Senator the Hon Katy Gallagher, agreed to the GovAI pilot in May 2024. This agreement helps deliver the strategic aims of the Policy for the responsible use of AI in government(Opens in a new tab/window) in uplifting Artificial Intelligence capability across the APS.
In November 2025 the Minister announced the AI Plan for the APS to harness artificial intelligence to deliver better services faster, for all Australians. This plan significantly advances AI ambitions for the public service and supports GovAI in delivering a technical foundation for the whole APS.
Proven delivery for the APS
